Maybe he is, but his positioning leaves a lot to be desired. Strasburg not pitching in 2009? That could be a good thing for him based off the amount of IP he has and will accumulate in the minors. It would be a big financial gain IMO if they brought him up, but with a guy like him and the amount of money they're gonna pay him, a conservative long-term approach is wise.
